About the Ordinance

The Metropolitan Improvement District is a state-enabled Parking and Business Improvement Area, per RCW 35.87A.

As such, it requires the Seattle City Council to establish it through the passage of an ordinance. The first ordinance establishing the MID was passed in 1999, lasted for 5 years, and covered the Denny Triangle, Retail Core, West Edge, Waterfront, and most of the Pioneer Square neighborhoods.

In 2004, the City Council passed another ordinance, this time for the period of 10 years. In 2012, the MID and DSA engaged the Belltown community and an additional three blocks in Pioneer Square to evaluate whether to expand the MID’s borders to cover these areas. In 2013, after obtaining the required number of signed petitions, the MID was expanded to include these neighborhoods for an additional period of 10 years.

The MID Ratepayer Advisory Board is scheduled to meet from 8-9:15 a.m. on Aug. 30, Sept. 27, Oct. 25, Nov. 29, Jan. 31, Mar. 28, Apr. 25 and June 20.
